Coming up Thursday at the Statehouse:
--The full Senate is expected to give routine, final reading to a bill to raise the state's cigarette tax by 50 cents a pack. SC currently has the lowest cigarette tax in the nation at 7 cents a pack. The additional money by the tax increase will go to health care spending.
--A Senate subcommittee will be working on a bill that would restructure state government, creating a new Department of Administration.
--A House subcommittee will be tackling the issue of payday lending, working on a Senate bill that would put new limits on the industry. One of the main parts of the bill would limit customers to having only one outstanding loan at a time. Currently, some customers get deeper into debt by taking out new payday loans to pay off old ones.
--Another House subcommittee will be debating a bill to require anyone arrested for a felony to submit a DNA sample that would go into the state database. Right now, a DNA sample is not taken until conviction.
