Spartanburg Man Charged With Animal Cruelty

Spartanburg animal control officers have charged a man with six counts of inhumane treatment of animals. Officers say Carl Donald Fowler of 213 Gowan Circle was keeping four puppies in a small wooden crate with a lid on it.

They say there was only a small opening that allowed light and air inside the crate. Officers also say Fowler kept two adult labs in a small chicken coop. The dogs were standing in feces 4 inches deep, and a chain was embedded in one dog's neck. Officers had to use bolt cutters to remove it.

Fowler was issued 6 citations for inhumane treatment of animals and 4 citations for not having valid tags and licenses.
