A Williamston man turned himself into police Wednesday afternoon amid allegations that he possessed pictures of children participating in sexual acts and he poured water down a child's throat agains the child's will.
Thirty-two year old Scott Starnes, of Williamston, was formally charged with six counts of third-degree sexual exploitation of a minor and one count of unlawful neglect of a child late Tuesday afternoon, according to the Williamston Police Department.
An incident report filed on July 5, states that on July 1, Starnes was giving a child a bath and the child had spilt water on the floor and Starnes became upset and began to pour water down the child's mouth, making the child choke. The complainant in the report says that she observed the incident in the bathroom and another incident at a lake, in which Starnes allegedly made the child walk on pine cone and cherry bristlings barefoot as punishment for taking his shoes off.
The incident report also states that the complainant showed law enforcement officials a videotape of another incident where Starnes allegedly had the child between his legs and the child was crying for him to stop and Starnes allegedly sent the video to a friend and was laughing because it was funny. Starnes is also alleged by the complaintant to have been involved in witchcraft or wiccaism and using the children without consent. In one statement, the complaintant states that Starnes told her that he hates children and the children are a burden and life would be better off financially and there would be more freedom.
The Williamston Police Department states that during the investigation, they found pictures on Starnes computer depicting unknown children in various sexual acts.
Starnes has been released on $25,000 bond.
