COLUMBIA, S.C. (AP) - South Carolina's education oversight panel is again advising lawmakers to scrap an incentive pay plan for teachers who earn national board certification.

The State newspaper of Columbia reports Tuesday that the Education Oversight Committee voted to halt the $7,500 annual stipends for teachers who earn the certification after June 30 of next year.

Although legislators nixed a similar plan last year, the committee approved the move Monday amid declining state revenues. The program costs $62 million this year.

The bonuses go to teachers who have passed a rigorous series of exams and documentation of their lessons and student work. Teachers can take up to three years to qualify. About 6,500 teachers statewide have earned the 10-year certifications, ranking third nationwide.
