Reason Foundation's 18th Annual Highway Report found South Carolina's highway system is one of the best, most cost-effective in the country. According to The Reason Foundation the study looked at congestion, pavement condition, fatalities, deficient bridges and total spending on the nation's highway systems. The report uses information from individual states. South Carolina ranked 4th in performance in 2007 compared with 6th in 2006. The Reason Foundation says South Carolina reported a sharp improvement in its rural interstate condition, from 2.2 percent poor in 2006 to 0.17 percent poor in 2007. Swift attention to this problem, reported in the prior year, resulted in its return to the top ranks.
