DUNCAN — Duncan Town Council voted unanimously Thursday to terminate the town administrator/treasurer and her son, who worked as the town’s clerk. The firings came one week after the two were suspended from their posts without pay.
Fran Bowen, 62, and Dabney Bowen, 36, both of Tryon, N.C., will be terminated without cause from the town and will be paid one month’s salary and compensation for accrued vacation, said Nick Nicholson, the attorney for the town. Fran Bowen earned $76,500 annually and Dabney Bowen was paid between $36,000 and $40,000 annually.
State law requires public agencies to release actual compensation for employees earning $50,000 or more annually and a salary range for those who earn less than $50,000.
Fran Bowen had been employed with the town since 2001 and her son was hired as the clerk, largely an administrative position, on July 1, 2008.
Police Chief Ryan Cothran, who is serving in the interim as the town clerk and treasurer, said Dabney Bowen didn’t report directly to his mother since all department heads report directly to council. Cothran said Fran Bowen actually had two part-time positions as the administrator and treasurer and the town won’t fill the administrator slot.
Nicholson said the town will begin advertising immediately for a combined town clerk/treasurer post.
Council voted to terminate the Bowens after a one-hour closed session Thursday afternoon that continued even after Town Hall lost power from a storm. The two had been suspended without pay after a special called meeting of council last Thursday.
Nicholson said the Bowens must agree to the conditions of the termination before it is executed. He would not say why the Bowens were fired.
