Spartanburg City Council members approved a first reading on a panhandlers ordinance for downtown Tuesday night.
It would ban people asking for money from intimidating people on the street and blocking pedestrian traffic.
Panhandling is already banned on Morgan Square.
Once a second reading of the ordinance is approved, the department would begin 30 days of educational training for residents and business owners before enforcing the policy.
A conviction could mean a $500 fine or 30 days in jail.
