State Representative Harold Mitchell rallied Tuesday morning in front of Spartanburg County District 7 offices, along with other city and county board members.
All Spartanburg county districts say they plan to record the Presiden'ts speech and work it into lesson plans if they choose.
District 7 parents have the choice of whether their child sees the address.
Some African-american leads including Mitchel say it's insulting to not allow children to participate.
Rep. Mitchell says, "the president is doing nothing but giving an encouraging speech to students who we feel this speech should be heard not only by the kids in the schools, not only district 7, but throughout the state of South Carolina."
The President's speech drew criticism early on, because people feared his message would be political.
