Spartanburg County Sheriff's officers arrested a man and woman and charged them with neglect of children.
In a prepared release, the Sheriff's office announced that 41-year old Steven James Whitley and 45-year old Rebecca Antoinette Kingsley, of Spartanburg, were arrested Monday. Whitley and Kingsley were each charged with four counts of unlawful neglect of a child or helpless person. Whitley was also charged with one count of first degree criminal sexual conduct with a minor under 11 years of age and one count of criminal sexual conduct with a minor between the ages of 11-14, while Kingsley was also charged with one count of accessory after the fact to a Felony A class, B class or C class.
The Sheriff's Office says that they were contacted by the South Carolina Department of Social Services on August 26, 2010 in reference to four minor children. Deputies determined that the home on Farley Avenue that the children were living in was not fit for habitation and took the children into protective custody.
While in custody, deputies says they determined that Steven Whitley had sexually assaulted two of the children in his care. They say that the abuse was brought to the attention of Kingsley and she failed to protect the children.
Whitley is currently being held at the Spartanburg County Detention Center without bond. Kingsley is being held at the jail under $25,000 bond.
