Spartanburg County Council have passed incentives for the Highland Baking Company to open.
In a third reading, council authorized a fee-in-lieu of tax arrangement and the provision of certain infrastructure credits for the benefit of Highland Baking Company, Inc.

Highland Baking Company, a wholesale bread baking company, announced its plans on Thursday to open a new production facility in Spartanburg County. The new plant will improve efficiencies for the company and is expected to generate 196 new jobs over the next five years.
Based in Northbrook, Ill., Highland Baking Company specializes in making custom bread products to be distributed to national restaurant chains.
"We look forward to opening our new facility in South Carolina. This is an important step in our company’s growth. Spartanburg County is a great fit for our business and offers a business-friendly climate and excellent Markey access,” said Stuart Rosen, vice president of Highland Baking Company.
Highland Baking Company is making a $9.48 million investment in the new facility.
“We celebrate their decision to establish operations here and create 196 new jobs in Spartanburg County,” said Gov. Nikki Haley.
“Agribusiness and distribution are strong industries in South Carolina, and Highland Baking Company’s announcement shows that,” added Secretary of Commerce Bobby Hitt.
