Tornado warnings can be issued based on the strength of rotating winds within a thunderstorm well before a tornado actually forms.  This allows for greater lead-time in warnings, allowing people more time to seek safety.

Every tornado warning must be treated as a potentially life-threatening situation, and breaking into programming is the most direct way to communicate that threat.
