After seeing a rise in participation during the late '90s following the emergence of Tiger Woods, local golf courses began seeing their numbers drop off in recent years.
While the economy could play a role in some of that the PGA of America also determined that a grass roots effort was needed to lure those who took up the game back then, only to become frustrated with it, back to the course.
